The Benazir Income Support Programme (BISP) has launched a major expansion of the Benazir Kafaalat Program in 2026. Under the new phase, around 700,000 additional families will be included in the program to receive the quarterly Rs.13,500 financial assistance.
This step aims to support low-income households affected by rising living costs. The government has directed all BISP Tehsil Offices to begin the registration and verification process through the National Socio-Economic Registry (NSER) survey.

Registration Procedure for New Beneficiaries
Families who want to join the Benazir Kafaalat Program must complete the official registration process.
Step-by-Step Registration
- Visit the nearest BISP Tehsil Office.
- Bring your original CNIC issued by NADRA.
- Provide family information for the NSER survey.
- Submit details about income, household size, and residence.
- Wait for verification from the BISP database.
Once approved, applicants will receive a confirmation message from 8171.
Eligibility Criteria for Benazir Kafaalat 13500
To qualify for the program, applicants must meet certain conditions.
Eligibility requirements include:
- Belong to a low-income household
- Have a valid Computerized National Identity Card (CNIC)
- Be registered in the National Socio-Economic Registry
- Not receiving duplicate government assistance
- Pass the Poverty Means Test (PMT) score requirement
Priority is usually given to women-headed households, widows, and families facing financial hardship.

After completing the registration process, beneficiaries can verify their status online.
Two simple methods are available:
- Visit the 8171 Web Portal and enter your CNIC
- Send your CNIC number via SMS to 8171
The system will show whether the applicant is eligible, under verification, or pending review.
Payment System for New Beneficiaries
Once approved, families will start receiving quarterly payments of Rs. 13,500 under the Benazir Kafaalat Program.
Payments are distributed through:
- HBL Konnect agents
- Bank Alfalah payment centers
- BISP campsites and designated cash points
Beneficiaries must complete biometric verification before receiving their payments.
